Wifi connection is fast, wired connection is really slow.

On Tuesday the 5th we had a BT Engineer come round to install a master socket and the new Router plus Modem for our PlusNet Fibre service, which we have changed to from TalkTalk regular broadband. Officially it was meant to go live on the midnight of Wednesday but I tested it on the same day and saw 45Mb/s download and 13Mb/s upload - A huge difference from our previous 4Mb/s down and 0.3Mb/s up. On my phone via Wifi I saw similar results of 40Mb/s down and 12Mb/s up. So far so good! (We were quoted <61Mb/s down and <20Mb/s up but at the time I was happy to get 75% of that).

During the following days I noticed the speed had reduced significantly to rates of <3Mb/s down and <0.3Mb/s up. Having read the booklet and the blurb about how "PlusNet will test the line for up to 3 days after installation and speeds may vary" I assumed this would be temporary and ignored it. On Friday evening I had lost connection despite the Modem saying otherwise so I connected my phone to Wifi and decided to check it every now and then whilst doing something else. Later on I got a connection, tested the speed on my phone, 40Mb/s down and 12Mb/s up again, "brilliant" as I thought the line was now properly ready to use. I went on the computer and this is where I noticed something was really screwed up as the speed test on there was getting the same low figures as before.

Wifi was resulting in high/normal rates but the wired connection was even worse than my previous service from TalkTalk. I have tried replacing the cable running from the Modem to the Desktop and changed the Lan ports but that had no effect and I am not sure what else I should try. I looked online for some assistance and was directed to change the "speed/duplex" settings but despite following the exact instructions no such thing exists on my end and further research into why it doesn't yields no results. Aside from calling the ISP is there anything else I could try to do to resolve the issue?

-Try another cable
-Try another port
-Reset your network adaptor
-Update network drivers
-Remove 3rd party security software
-Try a linux live disc
-Replace router
-Format PC

Attempt in that order
 
* Already tried another cable but did so again, no change.
* Already tried another port but did so again, no change.
* Reset, no change.
* Updated network drivers to the most recent version and the download speed has shot up to what I would consider fairly normal rates. The upload has improved slightly but it's nowhere near the 13Mb/s I was getting on the day of installation or from my phone via wifi.

This would be a LAN-side issue, if Wi-Fi performs fine.

Potentially a faulty router, the 4-port switch in the router may be at fault, or your PC.

Test it cabled from the current router to a different PC/Laptop.

Test it with a different router.
 
I suspect if its changed that much after a restart it is going to be a driver/hardware issue. I would try booting from a live CD to see if it is hardware failing but I suspect it is probably something in Windows which is upsetting it. What firewall are you using?
