Will a cheap graphics card fix this problem?

My dad has an old dell, which he's just started using for a reason i wont go into now.

anyway, all he uses it for is youtube and watching tv on a tv card.

however, we've noticed that youtube is quite stuttery.

the computer in question was originally an office one, so has hardly any graphics grunt.


is this what's causing youtube to be stuttery, and would a £20 graphics card solve the problem?

can anyone recommend a PCI (note: not pcie) graphics card for around that price?

if not, does anyone have any other suggestions?
 
i didn't think there would be any pci gfx cards available these days but remarkably i found a pci nvidia 610 that will be fine for youtube vids (you will have to google it due to ocuk rules) - the rest of them probably wont handle youtube vids very well at least not hd ones, as they're really old!
 
I often use an old PC for browsing with an Nvidia fanless 8400GS card which has served me well over the years. Plays Youtube, movies, no problem. Even light gaming at times. Nowadays it's available for £20. A more modern GT 210 would be even slightly better.
