Will a Dell XP Reinstallation CD work on a normal PC with its own windows sticker?

My sister's boyfriend needs her PC formatted and I only have my windows Home disc from my laptop with me. It's a Dell disc, his PC has a windows sticker but he's lost his disc. both machine would be OEM windows xp and both has its own licence sticker so legally this shoul dbe ok but practically does it work?

no I'm afraid not mate if its a Reinstallation CD.
if its just a OEM cd with nothing else on then it should work
