Will a low spec R200 sit on a 0.5a plan

.5A is only 110W -- I very much doubt *any* rack-mount server, even a 2014 model, will give you that -- the older the more power hungry. I just checked an HP Gen8 blade (purchased this year, so has the latest, most power-efficient Intel Xeon processors), and it is idling at 140 Watts, with spikes up to 220 Watts (and that's not under any sort of load, just very occasional blips).
 
Just run up a minimal spec DL320e G8 v2 through the HP Power Advisor.

With a Xeon E3-1220L v2, 2 x 4GB PC3L-10600E and 2 x 1TB LFF SATA (with the standard 300w PSU) it reckons an input current of 0.31A

I was looking at EConDC, and hostHatch.

Ill probably go for HostHatch, as its 1A and unlimited bandwidth which is always handy!
