Will a new build fix my problem?

My PC is really slowed down over the past month and I've uninstalled everything I dont use anymore and still no luck. If I get new and better CPU, RAM etc. and install my old HDD in a new system will it be faster or will it still be slow? I still have stuff on there that I need (HDD) so don't really want to get a new one.

I would be upgrading to a i5 3570k with 8GB Ram system. Current System is a AMD A4-3300 2.50GHz DDR3 Dual Core System with 4GB RAM. Would the upgrade fix the problem or is the problem with the HDD itself?
 
Slap on a SSD and youll reckon you got a whole new system.
I ran an old rig, dual core, ddr2 etc and when I get an SSD in there, I thought id got a new PC!
Few days ago my rig (in sig without SSD) had lag spikes and since I got the SSD today, feels as though my PC got a major performance boost!
