Will a UEFI install ie with CSM disabled actually speed up my PC and its boot times?

Disabling CSM certainly helped my boot times, but I installed Windows with it on, would re-installing Windows with CSM off help much?

Skylake PC, Asus Gene Mobo- pretty fresh, so it wouldn't be too much of a hassle, but is it worth it/does it make any difference?

This depends how Windows now boots, if it boots in CSM or UEFI mode.

Does your pc boot within 3-10 seconds ( from power button to desktop) ?

If not, then yes it will help.

Uefi + SSD pc = win, boots faster than hibernation, and sometimes even faster than standby/sleep.
