Would I expect to see a motherboard boot with just RAM installed? I am still waiting on my Ryzen to be delivered. Thought I could at least open BIOS and sort DDR config out but at present...... nothing

No, it shouldn't boot without a CPU, some boards may have the capability to flash the BIOS without a CPU but that's it. Minimum you'll need for Ryzen (unless it's a G chip)is to install CPU (and cooler), at least one stick of ram (the motherboard manual will show you which slot/s to use) and a graphics card.

Which board? If you're trying to flash the BIOS the x570 will let you do it without a cpu if you're trying to actually get it to boot I don't think thats going to happen.
