Will motherboard fans spin if no cpu connected but PSU connected

Currently have an ASUS strix z370-e with a 750W bequiet PSU.

The colourful strix light comes on but no case fans spin.

Still waiting to buy the CPU, ram and motherboard just thought I would start building.

side note: PSU fan doesn't seem to be spinning either.

On most LED infused motherboards they will illuminate as soon as power is applied. Not sure about the fans though but what are you trying to achieve? To test if the fans work? Depending on the PSU model it's quite normal (especially for beQuiet) for the fan to be off at low power loads.
