Pretty sure it will but just to confirm, will the Phanteks PH-TC14PE fit in my CM 690 II advanced case?

The case takes 177mm tall coolers, the Phanteks is 171mm with both fans.

Just 140mm. You want the Phanteks 140mm Blue Fan PH-F140TS_BL fan which OC don't sell anymore. I have three on mine but controlled with a fan controller, the cooler itself will have three mounting brackets for each fan.
