Will this PSU be enough??

I am thinking of suggesting a Seasonic S12G 450W for the following build for a mate:

Xeon E3 1230 V3
16GB DDR3
R9 280 3GB
240GB Kingston SSD
One 500GB HDD
Gigabyte Z97N-WIFI mini-ITX motherboard
Kuhler 620 AIO water cooler
Bitfenix Prodigy case

Other PSUs I am looking at are Seasonic M12II Evo 520 and possibly the Corsair CS550M,although the latter seems to use a few Chinese capacitors which I don't like.

The maximum PSU budget is around £60 and decent build quality is important as the build does need to last around 4 years,with maybe a graphics card upgrade down the line.
 
My 8350 and 280X pulled 400W ish while playing BF4 so I think you will be okay with a 450W, since your friend has a more efficent CPU and a ITX motherboard. If you wanted a graphics card upgrade though I'd probaly grab a little higher just to be on the safe side.

Thanks everyone for the suggestions and advice - much appreciated.

However,I managed to find a Antec TP550C Gold rated PSU for a silly price just now - so suggested that instead. Seems to be well constructed too.

BTW,that SuperFlower Leadex GOLD is pretty epic for the price!!
