If you're wanting to connect from a laptop VGA output to a SCART input on something else, then almost certainly not.

It's designed to allow a device with a SCART output to connect to some displays and projectors with a VGA inputs. Even then it would only work under limited circumstances.

Friends wants to put whats on his laptop on his flatscreen...

Only if the laptop is capable of outputting the correct signals from its VGA port, and the flat screen has the correct inputs.

To connect a standard VGA output to a flatscreen that hasn't got a VGA input is probably going to need an active converter (i.e. powered). You're just finding passive converters that change the type of plug without doing any signal processing.

What models are the laptop and flatscreen?

you shouldnt really mention that auction site but go on it and do a search for VGA TO TV CONVERTER and you will find what you need.
