will underclocking a graphics card cause damage?

No it shouldn't do. I've read of a number of people who have done this.
As well as overclocking websites there are a few underclockers ones as well!! Never been tempted myself but I'm sure you could google some decent info.
Alternatively, if you have a big enough case (ie...not shuttle sized) you could try some aftermarket cooling from Zalman or Artic cooling. Same clock speeds (or higher) a LOT lower noise....

I think running at too slow a speed can cause lock-ups but trial and error is probably the best bet to find a safe speed. Maybe wait for some more advice though.
