Win 10 - Not normally able to put icons on bottom of screen?

Probably a silly ask, but its getting on my nerves if I am honest.

I try to place some icons onto the bottom row on the screen, but they kind of get chucked up onto the line above where I wanted it.
Now... I can get around this, by placing an icon above the one I want on the bottom, and then move both those icons so the required one stays at the bottom and then I can move that extra icon back to where I want that, but its an irritating PITA if I am honest.

I reinstalled Windows 10 and it did this, and then after twiddlign about, I went back to Windows 8 and it was fine... In my usual idiot mode, I tried Win10 again and its doing it again.

Any ideas?
 
Yes, on my previous install, I was fine putting the Icons anywhere I liked, and all my other systems, and I am a PC hoarder who has more PCs than my local PC World ( Sad but sickeningly its probably true ) that are running W10 also have zero issues, its only this one Laptop thats being an annoying git.

Its a Clevo W650SF for what its worth and Win8 its running flawlessly, and I have been using Windows 10 for the last year or so on it without issue, but I have done a fresh install and its been a real pain in the rear.

Im thinking that it might simply be a driver version, but I have tried a couple of drivers with no change, so I am just wondering if anyone knows if there is anything that I could try?
 
have you checked your align and snap icons to grid settings, maybe you have accidently switched then on, right click on the desktop and goto view, switch off auto arrange icons if its enabled, and if need be, switch off align icons to grid.
