Win 10: outlook.com emails not sending in outlook 2013

Never had this problem in win 8.1 . I use my outlook.com email address
with outlook 2013 but ever since moving to win10 Pro 64bit I can't send emails
they just sit in the outbox. I uninstalled webroot anti virus/security in case that was the problem but it made no difference.
Has any one else come across this and have an idea what might be causing it?

Seen this on a few places now.

Open a command prompt with admin rights (right click the start button, you'll find it there). Then run sfc/scannow. Restart Outlook and you should be good.
