Win 11 Pro display issues.
I know someone here will have an incline as to what may be going on. It could be possible that I can't see the forest because of the trees. It makes me think that the issue is a window focus issue, but I'm here asking so everything is out of the window.
Got to the stage with this where I really am stumped. I've played around a fair bit with this and with it happening on 2 PC's is utter madness.

I initially upgraded both of my PC's to Win 11 pro from Win 10 pro through windows update and had the issue, so I thought that was the issue.
I have since fresh installed both PC with fresh clean Win 11 pro OS install and the issue persists on both o them. All drivers/chipset drivers are present as should be and fully updated. Windows fully updated ,too. I have even tried older GPU drivers and Chipset drivers with no remedy. DDU was in the picture , which I've used a good few times over the years etc. I'm kind of at a loss.
My 5950x is back on Win10 pro with zero issues with clean OS installation. I've kept my 5800X3D on Windows 11 pro so that I can look at this in more detail as I will likely have to move to Win 11 in October and as you can imagine, I've never come across anything remotely like this ever.
I could go on and on but lets look at this from a clean slate point of view that I have done nothing.
