Well this has been bugging me off for the past two days. Can't find a solution anywhere.

Started a couple of days ago, gf finally got a mouse for her laptop and plugged it in (basic logitech USB mouse which runs on generic drivers). Windows does the searching thing, and then comes up with "device driver software was not successfuly installed". Device manager shows up with an exclamation mark usb input device.

I've tried with two other mice which get the same response. Changing USB port, no difference. Other USB devices work perfectly (printer, wireless adaptor, memory stick etc). Windows is fully updated, laptop drivers are up to date.

Never had a problem like this before - any ideas before I do a total reinstall?

Check the touch pad / track pad settings and see if there's an option relating to disabling the use of mice. I suspect it may have something to do with this given it's happening with more than just the Logitech mouse.
