is there any way to stop them from popping up ever time you open a program.

take for example i am over clocking and testing my new CPU but every time i want to open CPU-z, LinX, Core Temp and so on i get the little security popup and it's starting to get old.
 
Which pop up are you referring to? The UAC window (are you sure you want to do this, blah blah blah elevate privileges etc) or one that says "The publisher cannot be verified" with an "Open" or "Cancel" button on the screen?

If it's UAC, disable UAC (Start - Search - type in "UAC" and press enter, and then move the slider right to the bottom and then restart the PC).

If it's the other window, what works for network folders is to add them to your list of safe locations in IE, this applies it to the way it loads these files. It might work for a hard disk, just add your hard disk drive letters into the "Local Intranet" area in "Internet Options" by clicking "Local Intranet" and then "Sites" and then untick the top box. Then click "Advanced" and add your letters in there one at a time and click "Add".
