Win 7 temporary frozen functions on boot

Recently I have had an issue where Windows will not load certain applications and functions until about a minute after loading the desktop. Things such as Security Essentials, internet connection, HW Monitor, snipping tool don't open, then after a minute they all open at the same time. Other applications like Chrome and general windows explorer open and operate fine.

I tried reformatting to before recent windows updates and it fixes. A day later, windows does the updates again and it seems fine, now I reboot and it happens again. I haven't changed anything on the computer so it seems a bit odd.

Does it take long for the internet to work? Does that network adapter icon circle for a bit?

I had the same issue, would be fine if I rebooted it. Ended up reformatting anyway as I had a new SSD, sorry I can't help much but I'm sure others will

No the internet works anyway since I can use Chrome, just the symbol that takes a while to say its actually connected. Its when I reboot that this happens, after that it works fine until I reboot again.
