Win 7 - why aren't I allowed to screw with my system?

I'm getting pretty ****ed off with windows constantly telling me I need permission to edit files, say in the System32 directory. Who the hell am I gonna ask? Isn't there a way to set myself up as sole owner and abuser of every fine on my hard drive? If not, how the hell am I supposed to get permission from 'TrustedInstaller'? Wasn't Win7 supposed to be less ****ing irritating than Vista?
 
It's a fix I'm trying to get NWN2 to run. Backing up dxdiagn.dll and replacing so it can read my hardware card. Apparently it's the only game that has this issue. My UAC is already adjusted to cram out the annoying checks, my system's fresh enough that a format and reinstall won't do me any real harm. Is there another issue I haven't thought about to avoid the fix near the bottom corrupting anything irreversibly?
 
I wouldn't want to replace DX files, get the game maker to sort it

Normally, this'd be my chosen course. However, as the linked thread states Bioware have had a long time to announce an intent to fix the issue, and I've been looking forward to this game since I got a system that could run it. I don't want to wait for several months more to get my chance.

As it is, I just had to find the right ownership settings for SysWOW64 dir. Prototype, Anno 1404, Bioshock, Rise of Legends, Demigod are all running fine after the switch, so no apparent lasting damage, and I can finally give NWN2 a shot. Thanks for the warnings, I seem to have got lucky this time.
