Just noticed that GPU-Z 0.6.6 shows my 7950 running on PCI-Ex16@8 1.1??
Using cat 12.11 Whereas cat is showing @ 2.0 x8

How can I set it to x16?

Have you tried clicking on the question mark next to where it shows the Bus Interface and run the stress test to find the full speed?

At idle the PCI-E bus "downclocks".

x8 or x16 is going to depend on what motherboard you have and if you have anything plugged into the other PCI-E slot(s).

Edit:

If you still have the 2500k and ASRock Z77 Extreme6 then it should run at PCI-E 2.0 x16 as long as the graphics card is in the first x16 slot and you don't have anything plugged into the second x16 slot.

Not that you're going to notice the difference between x8 and x16 other than a small amount in benchmarks.

OK. Been busy. Only does X8.(This was on the render test) But I swear in win 7 it was X16. I uninstalled cat 12.11 beta's. No change. Nothing in 2nd slot. This is on a new intallation on Win 8. Any thoughts would be welcomed. Have a good new year guys...
 
What mobo do you have?

I had to disable USB 3.0 Turbo mode in the bios to give me 16x on my card, with that enabled I only got 8x.

Baffled was an understatement

Edit: I do have an issue with my intel USB 3. Driver not not installed..ACPI\VEN_INT&DEV_33A0

Not sure on your driver side of things. Mine was specifically a bios setting. I had to roll back from my UEFI bios to get the option to disable it.

To be fair I ran Vantage on 8x and 16x after the bios roll back and got pretty much the exact same scores. I'm pretty tempted to go back to UEFI due to seeing no difference in performance. I think the general consensus is even crossfire in 8x slots only produced a couple of FPS difference between 8x and 16x
