Win 8 move/copy dialog boxes in background

So I've been annoyed by this silly issue for months but finally decided to see if anyone has a solution (Google turning up a blank for me). Basically, when I copy a file, the dialog box always opens in the background. For small files, this means I'm not always sure the paste command went through, and occasionally means I send more than one paste command when I think nothing's happened (even with larger files, as a small orange button in the corner of my screen is not obvious nor intuitive).
Another issue is when trying to overwrite a file in a copy/paste action, the prompt box appears behind everything also, so I have to hunt it out to click confirm.

I just want it to open in the foreground! Is this so hard?

Anyone have a solution?

Are you using a start menu replacement?

I have the same issue and I'm using StartIsBack.

But is it related to that? Are there others out there who have this issue without a start mennu replacement?

Something I read implied that it was by design, to avoid 'distracting' or accidentally clicking a button if it popped up. But then, I read a lot of things and that might not be true..
