That's an upgrade (like all Windows licenses under a Volume License agreement) for employees of institutions covered by a Volume License to use at home. The nominal charge is for administration and media. The license is valid as long as the user remains an employee of the organisation it's tied to.

I just logged into the portsmouth one with my school of health science and social work login works and seems to let me have windows 8 for £0
