Just had to put it on a workstation here at work , but cant remember if when you chose shutdown from the Start Menu it always ended up with a screen saying " It is now safe to turn off your system"

This has resulted in me leaving it on the past 2 days as I normally hit shut down and walk away !! :D

Did it always do that or can I change something so it actually turns off ?

depends on what type of button is on your case i think.

if it is the sort that stays in when you push it in, and have to push it in again for it to come out then it will say 'it is now safe to turn off your computer'

if it is the more modern type buttons which dont stay in when you push them it will turn off itself after shutting down
 
Its the soft type of button , push it in once to turn on , not the old type of PSU switch.

It's not the stay in type !

Yeah that, otherwise it is an old AT thing. Where the AT specifications didn't include a self shutdown. Whereas this was fixed in the ATX form factor.
 
It's generally if you've got a newer ATX power supply which can shut the computer down (via ACPI perhaps). If Windows comes up with only APM as the type of computer it probably won't shut down.
