Win7 - C:\root\bin - any use?

Why? Does it hold a lot of data, if so then don;t delete it it'll be important, if not why delete it its not using any disk space or causing any processes just leave it. Just unistall programs you don't want then delete the folders left form those, why do anything else?
 
Nuking random folders is definitely a bad idea. Just remove all your crap and leave the system stuff alone. Though I should point out I don't have the same folder on my C:.

What files are in it?
 
Google's results end up with mostly .ch domains etc so I'd nuke it from orbit.

Infact if you don't know where it came from it's prob best to do a good malware/av scan.
The folder names are suspect enough, I'd take a gamble and suggest you have a dose.

A full format is probably due..
 
Rarely do you need to do a full format these days, unless you have gotten yourself well and truely screwed over [and to be honest you would have to go out your way to get that badly infected on Windows 7!].

Running some scans might be an idea and uninstall anything you don't use - could just be some junk left behind by software.
