Wind deflectors

About as good as your idea to paint cement with glow in the dark paint....

All the ones i have had need replacing every X amount of years due them cracking or the clips snapping
 
I really liked them on my old car, as said above you can open the window a little without a massive blast and if it's raining you don't get wet. I did have some issues with clips or fitment not being great and I ended up binning the passenger side after it fell out, but when working and fitted they worked well. Can't use them on the current whip as it has frameless doors.
 
my ex has these and loves them for car camping ecr, i think they have a practical use, example on my car before last i left the car unventilated on a very hot day, came to drive and no gears as the gear lever bushing had melted, at least with these you can leave a gap and not worry about rain.
she had a slight problem fitting as would trip out the safety stop but soon sorted it.
 
Got also Heko ones on my tint Citroen C1 (which doesn't have A/C) so you really need the windows down a bit during really hot days to drag out some internal hot air (the fan just blows ambient air so if its 25'c thats what it blows etc) so at least you "feel" cooler from the passing air, rather than actually being cooler.

They're tinted/smoked so I find that, on a small car, they add a large amount of blind spot area around the A-Pillars at night (day is fine) so you have to movie about more at junctions etc to check around them.
