window text mode changed

my dads pc has gone into some strange 'mode' he cant get out of. background is black, text is white/yellow. looks very basic. how can we change it back ?

This looks like its been set to low contrast mode.

Steps to Disable Contrast Themes:

1. Open the Settings app (press Windows Key + I).
2. Select Accessibility from the left-hand menu.
3. Click on Contrast themes.
4. In the "Contrast themes" dropdown menu, select None.
5. Click the Apply button
