Windows 10 / 980 ti desktop performance

Bonus points if people can solve my poorly explained riddle like conundrum.

Think its related to GDI/Direct2D/direct write? performance font renderer?


I remember my gtx 570 being much more snappier in windows 7 / windows 10 desktop draw performance, then later on with my 760 gtx, and 980 ti. It seems slugish. Nothing dramatic though very minute but noticable.

With a intel 750 hard drive, etc i kind of expected crazy epic speeds lol but its running like its under heavy sync?

Note: Im NOT talking about games.


p.s. the font renderer might be a seperate issue to solve

still trying to solve this nightmare, i think im getting somewhere its called windows interface

hopefully there is a solution to switch it back to the cpu
