Windows 10 'All Programs' problem

Hi all...

Recently built a new machine and installed Windows 10 as normal.
I am having a problem with the 'All Programs' menu...
On my old machine I used to right click on all programs and then open all users and then I used to create my own directories for example 'Art & Graphics'. Then in this folder would be all of my shortcut links to the appropriate programs to do with a&g. Did the same thing with Internet, Utilities, Encoding etc....
However on this new machine when I do the same thing and create a folder in the start menu then for some reason it isnt showing any of the folders..
The picture below is of the old system to show what I mean... New system doesnt show any of the folders even though they are in the start menu folder.
Completely baffled on why now its not working the same as the old system..
Thanks for any info that you can provide...

Right-click the folder and see if it shows as 'read-only'. If so, check view properties in File Explorer is set to show system files (which are all hidden by default iirc). It's all to do with permissions and Win10 trying to protect access to files.

Not read only.... Working on my old pc just not on this new build and installation of Windows 10.... Properties are all the same on both machines.... Have not got a clue on why they wont show..
 
Are you creating them manually in this folder, or creating them elsewhere and copy and paste?

According to a post I saw, it only works if you create them elsewhere and copy and paste:

I tested it myself and it is correct, if you create them on the desktop and then copy and paste, it works fine. If you create them in the folder directly, they don't work.

P.S. I created them in the program folder, you're one level up and I'm not sure if that works.

Im creating the folder I want directly in the Start Menu folder, when you click on the Start and right click on Open All Users..... I've always done it like that and I have just tried on my old system and works fine... Tried it on the new build and naff all.... Its very weird...

Yeah, the poster said it's some kind of UAC bug or something with the access permissions, for some reason copy and paste allows it, but when you do it manually access is denied. Could be earlier/later builds don't have the bug.
 
Probably inherited permissions I'd guess. Windows used to put in a deny. When you properties the folder can you see anything in the security tab?
