Windows 10 Crashed due to power failure

After a power outage I am unable to reboot Windows 10 and unable to repair. Re installed Windows 10 on a new partition but it runs on 32 bit The installation disk is Windows 10 Pro 64 bit. Installed a new Hard Disk and installed Windows 10 again but same result. Unable to use apps and graphics are not as they were. Dual Screens but only one will operate saying no screen detected. I think the MB has a failure ? Any suggestions. I built this machine 10 years ago and used for gaming and general use but I am a novice and looking for advice before I decide to ouches new components and re build. I am 74 years and some of the tech speak is out of my vocabulary but I still want to achieve my own goals.
 
Where did you get the installation disk from?

I would try a new USB stick and download the Windows 10 creation tool from Microsoft to create a new USB install and try that
 
Windows 10 32 bit can be update to 64 bit without issue. But you have issue so let see if 32 bit installation will fix it.

I dont think your motherboard fail. What graphic card brand and model you are using?
