Windows 10 doesn't properly turn off my computer.

When I go to shutdown on the start menu the computer appears to turn off completely but there is still RGB lighting on in the case, and when I turn it back on and go to the Task Manager it shows an uptime as if it had never been turned off.

Does anyone know why this might be happening? I turned off fast boot in the UEFI but couldn't think of anything else that might be causing it.

I think there's a software level ie in Windows fast boot option as well. Turn that off as well. I always eventually have problems with it. In my case windows will endlessly restart in start of shutting down. Sometimes takes months to manifest but was the culprit in both cases

Disable fast startup in power options.
