Had that weird bug where I couldn't open the start menu or any task bar icons like the calendar, network or battery icons. Found the cause of this which I haven't read about online yet so thought I'd share it in case anyone else suffers.
Went though all the steps found online to try and resolve it but none of them fixed the issue (sfc /scannow, DISM, Get-AppX, Registry, tablet mode etc).
Anyway it turns out that AppLocker was the cause! My install of Windows 10 Enterprise is part of a domain and I have been testing group policy to see what works and what doesn't. One of these policies blocks all Windows store apps bar a pre-approved list using AppLocker on W8.1. Once I added some more rules for all the default apps in Windows 10 to the GPO everything worked again.
One question does remain though.....is it safe to assume the start menu and indeed the calendar/network/battery info are all classed as apps (or at least part of the shell experience) and therefor blocked by AppLocker or is it more likely that other apps in the start menu that were blocked caused this to break?
