Windows 10 home - lock background

Now, with Win 7 home or pro/enterprise editions this would be simple but I'm stuck working with Win 10 home.

How can you successfully set and stop a background being changed by a standard Windows user?

In Win 7 it's a simple regedit change under HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies

but this method isn't working on Win 10
 
Just had a look round my PC (running Win 10 Pro, so may be different) and this looks like a promising option:

Edit Group Policy > User Configuration > Administrative Templates > Desktop > Desktop > Desktop Wallpaper

The description gives the option of setting a particular wallpaper and preventing users from changing it. As I said, I'm on Win 10 Pro but hopefully the option will be in Home too and turn out to be what you're after.
 
yeah you don't get group policies on home edition windows, it was my first place to try :(

Cheap *** company running basic software :(
 
Considering home is for home users, don't think it's possible. A quick search seems to only bring results for 7 which you already tried...
