Windows 10 issue, shutdown broken

Anyone have any idea how to fix this issue.
it happened on the previous insider build and now on the latest 17604 build.

where by if i shut down my system it will logout and monitor will go off, i can hear hdd`s powering down
then after that it just sits there and does not completely power off.

only way to shut it down from there is with the power button but in doing so it causes a issue where by i get stuck in a bootloop when i power the system back up

the only way to get back into windows is to put in a windows 10 recovery disk and boot up with that then select continue to boot windows 10...

then it will boot and work

what im doing at the minute to bypass all that is instead of shuting down im rebooting the system and it works then once the system reboots i shut it down with the power button as its going through the bios startup before booting again that way when i power up it works and boots like normal lol

i thought this bug was fixed in this latest build according to the notes but seems its not....

anyone else have this issue ?
 
Sounds like a deeper problem but I had similar with one of my tablets and had to manually remove the hibernation file and something else related to fast startup before it would work properly.
