Windows 10 odd issues after updates

HI all

Having a couple of odd issues
After installing some updates
Feature update to Windows 10, version 1709

KB4058258, KB4056892, KB4058043 and KB4041994

After installing, when I turn PC off using shut down, the PC will go through the shut down process and then screen turns off, peripherals turn off (lights turn off) but the PC remains on and I have to hard shut it down. Everything is off apart from PC power

Also when turning on the log on screen no longer has a background and it seems that the log-on process already starts before I log in as some startup programs are already open?

Any ideas for these?

You could try disabling hibernation. When it's enabled, windows 10 never truly shuts down. Open an admin command prompt...

powercfg -h off

Have no idea about the logon.
