Windows 10 Photos app problem

I'm having a weird problem with the Windows 10 Photos app on just one of my PCs. It won't display the pictures from my Onedrive. There are icons for the pictures, but they're grey with a circled "i" and when I click on them I get the message "We can't access this file at the moment. Check your Internet connection and try again."

It's not my internet connection, the other PC on the same network works fine, and on the affected PC I can view my Onedrive photos through Edge.

I've reset the Photos app, and all the pictures reappeared... until I rebooted and then I'm back to square one.

Any ideas?
 
If they have only the grey circle then they haven't been downloaded locally to your PC, when they have they have a green tick.

The thing is, all the photos that are "available when online" used to show up in the photos app too. In fact, if I reset the app and reopen it, they all show up again.

As soon as I reboot, I get the "We can't access this file at the moment. Check your Internet connection and try again." message.
