Windows 10 - Programs won't open the save location dialogue box

Using Windows Insider (builds 16170 and 16176), whilst attempting to download a file in Chrome (for instance) it doesn't bring up the usual dialogue box that lets you select what folder on the Hard Drive to save the file in.

Any ideas, other than "Don't use insider preview"?
