Windows 10 recovery partition, can I move?

I want to shrink the Windows partition, move Recovery to the end (after Windows 10) & expand data. That will not make Windows unbootable will it?

use windows to make sure its not the active or system partition, you will have to move those "roles" if it is either.. I know you don't need that partition ive deleted it many times

It is Recovery, not active (I think), how do I check? I just want to shrink Windows 10 & move it to the end of that partition. Making a recovery USB, so can a remake the small recovery partition on the drive it was on after I delete it?
