Windows 10 Safe Mode Doesn't Accept Password

I remember seeing something about making sure I turn off my pin code login before using Safe boot. Unfortunately I remembered it as I got myself stuck in a boot loop...

Basically, I'm sure I'm getting my password correct, but Windows doesn't believe me. I chose Safe Boot in misconfig so any time I boot, it will boot into Safe Mode. Almost anything I do, like restore to the point I made before booting in Safe mode, wants my password. I have a command to run on the command line, but that requires a password.

Now, there's not a huge amount I would lose it I had to reinstall, mostly things are on a file server, but it would be a pain in the bum... so... anyone know how I can get past this? Force it to boot without safe mode would be enough.

check that your keyboard layout is English (UK), often it defaults to US; which results in symbols (if in your password) being interpreted differently.

If the disk isn't encrypted there are methods to reset the administrator password.
 
I've checked the password by clicking the icon to reveal it and it's been correct.

I'm not sure about encryption. What's the default?

**EDIT** I've just tried again this morning and it's let me in... very weird...
