Windows 10 slow logons in a domain environment

I'm banging my head against a wall with this so figured I'd see if anyone else is having this problem.

I work in education and so nearly every machine in the environment has lots of different users logging on at different times. With Windows 7, logons take around 1.5 minutes for them to set up the profiles, apply GP, set up folder redirection etc. With Windows 10 we're talking 5 minutes plus which is unacceptable.
The bit that is taking the time is the final part where Windows is setting up the start menu etc. Policy, redirection etc apply in a similar time to Win 7. Once a user has logged on once, subsequent logins take seconds.
So, what have I done to try to fix this?

Used remove-appxpackage applet to strip out all of the modern apps from the base image (apart from the bloody xbox app which it just seems to put back once I generalise and capture the image).
Tried a public profile stored on a central store. This seemed to help but caused loads of problems with the custom start menu layout I need to push out via GP.
Created a custom start layout xml that removes all the live tiles apart from static ones for Office.

We're using the latest build of Win 10 x64 Education and our functional level is 2012 R2 with the latest ADMXs installed.

I'm really stumped and it's driving me bonkers.
