Have you checked smart attributes for the drive and/or event viewer logs?

Ever since the recent 1607 updates my tablet has been quite slow working with files - quite often when copying files (including large files) the speeds will stick at around 200-300kbyte/s instead of the usual dozens of mbyte/s. Possibly just another fail with Windows 10.

SSD or HDD? Sounds like it's an HDD platter taking it's time to spin up. I have a few drives in my system and have one particular drive that does this. If so it's nothing to do with Win 10.
