Windows 10 stalling when transferring from internal drives?

If I transfer files from a 5400RPM WD Green drive to a Crucial 128GB SSD, it renders using each of the drives impossible.

Is that normal and secondly, is there a way to slow the transfer speed down so I can still use the drives?

I'm not really fussed, more curious than anything.

I think that would be normal.
