Why is Windows 10 not updating to the latest October 2018 1809 version? Automatic updates are on and my system tells me that Windows is up to date.
 
You can force it using the MediaCreation tool - it'll give the option to either update or make the media to install.

As for why it's not updating it by itself, Do you have anything under the Advanced settings, that delays the feature updates?

There is a number of blocks in place to prevent certain PC's updating due to issues with 1809 and certain hardware.

I would just wait till it prompts to install 1809.
 
1809 has been blocked on quite a few devices/setups my GPD tablets only got it a few days back and weren't able to be updated to it before then.
 
My desktop and laptop are both still 1803 too. No idea why they haven't updated but I'm reluctant to try and force them this time
 
I had problems getting the Creators update, no matter what I tried. What I ended up doing was unplugging all unnecessary USB equipment (in my case, 2 external drives and a joystick). This allowed the update to complete.
