I am running windows 10 and would like to know if my PC is compatible to upgrade Windows 11 ? It has a Pentium R dual core E6700 3.30ghz - 4 gb ram

You are better off sticking with 10 anyway. There is no reason to "upgrade" to 11 at the moment. I wish I stuck with 10 but no I had to go for 11. It's awful, the UI is abysmal without using something like StartAllBack and Microsoft keeps adding "features" that nobody wants. It looks like Recall is going to be forced on us soon as well.

So far as I know, 24H2 requires SSE4.2 (for Intel CPUs) and POPCNT, so while you can unofficially install Windows 11 up to 23H2 by bypassing the TPM, secure boot and CPU requirements, once 24H2 is mainstream your CPU will not have any support.

There may be workarounds for the above I'm not aware of.

Officially, you need 8th gen CPU or newer and that CPU is nearly 20 years old.
