Windows 10 transfer or reinstall?

Hi guys first time poster here. Can anyone help? (edit - actually my second post)

I am currently building a new Ryzen 1700X rig and I will be giving my FX 8350 rig to my mum. My problem is that my current rig has a system builder digital license tied to my MS account. My thinking is that if I delete my MS account from my old rig it will also deactivate windows? I will be buying a new SSD for my mum or my new rig and I also have a second system builder win 10 license I can use.

My main question is should I put my current SSD with my MS account in my new build and reactivate that or put the new SSD in my new build and install Windows on that and then maybe still have to reactivate windows on my mum's PC as I have removed the MS account to which that copy of Windows 10 is tied.

I ask as there seems to be confusing reports of licenses being tied to hardware but then also being tied to accounts. Some sites say I can upgrade and reactivate my current OS on my new build with my MS account others say to do the fresh install.

So basically should I put my old Ssd in the old rig or new rig in order to avoid the most possible time reinstalling and reactivating two copies of Windows.
