Windows 10 video overlay

On my iPad, I can touch an icon and video will pop out of whatever app it's in and play in an overlay on top of everything else.

I heard that a similar feature was available in Windows 10's creator's update. But that appears only to work with Microsoft's UWP Movies app, although I haven't tried it. So is there any browser or app that does implement it? Neither Chrome nor Edge seem to. I want to be able to watch Twitch/YouTube videos in a little box and carry on with other web tasks. Is this possible?

Have you tried using the Twitch program instead of a browser tab, works well for having in a separate box.
 
OK, so it doesn't shrink small enough and I can't find a way of pinning it on top of everything else either. Bum.
 
You can try with VLC, in the VLC settings (Tools -> Preferences) on the bottom left, change it from simple to all. Then go to Video settings and tick "Always on top". You can also activate the minimal interface with Ctrl + H or go to View -> Minimal interface.

For Youtube, you can go to Media -> Open Network Stream, then paste the Youtube video link there and it'll play the Youtube video at max settings.
