Windows 10 won't restore

Hi all,

I am having an issue with windows 10, I think that the registry is corrupted as I get the following error message with each log on.

"Failed to connect to a windows service
Windows could not connect to the System Event
Notification Service service. This problem prevents
standard users from logging on to the system.
As an administrative user, you can review the System
Event Log for details about why the service didn't
respond "

The issues with the PC is that now several programs won't run and I cannot seem to use any of the "update and security" apps, including the system reset.

I've also tried to use the recovery tools to no avail and I cannot access msconfig.

Each time I attempt to use any of the above apps I click but nothing happens.

Can anyone advise how I am able restore/reset windows so that it works properly?
 
It that doesn't work and you have access to a working computer, you can use the media creation tool to download a copy of the respective version of windows 10 (it can either be on a USB drive or a disc image that can be burned to a DVD) and use that to get into recovery, and if that doesn't work then the likely only option is to try and recover any critical data from the drive (if that is required) and do a complete reinstall.
