Windows 11 bios.....

Stupidly have windows 11 on a new build but for the life of me I can get to bios to get my ram sorted(running at 2133mhz when it's 4000mhz) I have tried recovery via Windows settings, tried restarting and hitting/holding F2 and delete keys, even tried the script "shutdown /r /o /f /t 00" in command.

Anyone else have the same issue or a fix?

PS I've also tried the power of prayer!

hold shift as you go start > shutdown > restart

Then the pc will reset to a windows recovery screen, from there I think it's troubleshooting > advanced > Uefi Firmware Settings , which is what you are looking for.

I get no screen when doing this, tried changing display port to all the HDMI ports.

You might need to tap rather than hold down the F2 or delete key - sometimes just holding it down on some motherboards will either not be detected or be detected as a stuck key and ignored (sometimes with a warning).

Ultimately though seems like yet another stupid implementation by Microsoft.

Wrong command, try adding /fw

shutdown /r /fw /t 00

You don't need the /o switch, that goes to the advanced boot options screen after the system restarts.

Restarts but doesn't take me to the bios, I think I need to reinstall windows 11 or go back to 10

What gpu have you got? If it's Nvidia you might need to run the DP firmware update tool.

A 3080, could that really be the issue?

Possibly, the symptoms are inability to see BIOS on disolayport, not sure if it should boot to BIOS on HDMI though.

I noticed you installed Windows 11 on new build. What motherboard brand and model it is?
