Windows 11 Lag/Stuttering - Dual Monitor

Hi All,

Recently I have bought a new Asus XG27UCS@160hz (but I only run it at 120hz - using Display Port) for gaming and to complement my Dell S2722QC@60hz (using HDMI) when for productivity tasks - both monitors are used 4k resolution.

This is the monitor in question:

Over the weekend, I used both monitors simultaneously, while playing Cyberpunk on the Asus one - everything looked to be working without any issues.

On Monday, after booting up the PC, I noticed a considerable amount of lag in the login screen when trying to prompt my user for a password - after login, I noticed that when opening certain applications (and also when going to the System Settings Power Option tab) they just become splashed on the screen for few seconds (it is very noticeable), while I am trying to move the mouse around.

When using my old Dell U2719D 1440p 60hz display, the lag is not as noticeable but I am still able to perceive it.

When just using the Asus XG27UCS even at 60hz, the lag is as perceivable as when using a dual monitor setup - it also occurs using hdmi 2.1.

I have used DDU to reinstall the Graphics Card drivers but to no avail.

These are currently my computer specs:
- AMD 5900x
- RTX 3070 8GB
- 64GB@3200mhz DDR4

I want to mention that I don't have these issues when using a Macbook Pro laptop with dual monitor setup - everything works flawlessly.

Is this a Windows 11 problem? Isn't my graphics able to handle this setup? Or is a mix of both? Or something else entirely?

Edit: I have just done a clean Windows 11 installation; the issue stills persists either dual or when just using the Asus monitor. I am wondering if the 4k Dell also lags but I am unable to perceive it.

Really coincidental I can only think, but I am experiencing what seems to be the same on boot up. Mine is not a new monitor however. I have to reboot sometimes several times for it to feel normal and without bad lag. But then other times it will be fine first boot. Really odd indeed, I can only assume it's win 11 related as changes have been minimal on my end.

Indeed, I also might have never noticed it being a problem before because the freeze or lag was very short lived. I believe this is a problem related with Windows 11 as well - I have uploaded the following video to demonstrate the problem, during this time I have never stopped moving the mouse in the video, and we can see in the taskbar that the animation is frozen but so is the whole screen:


I have done the following troubleshooting (one by one) and the problem still remains present:

- Disabled animations.
- Memtest86 which showed some issues when running XMP at 3200mhz; which I believe was due to a set of wrong timings/voltages. It passed the consecutive memory tests at 2133mhz;
- Updated bios.
- Formatted and installed Windows 11 again in the same SSD.
- Changed Global-C State Control to disabled in the BIOS.
- Changed to Power Supply Idle Control settings in the BIOS.
- Disabled virtualisation.
- Disconnected keyboard.
- Disconnected mouse.
- Only using the 4k Dell - it also freezes but for few seconds less than the Asus; still very noticeable.
- Fast Boot On/Off.
- HDMI 2.1 vs DP 1.4.
- Variable Refresh Rate On/Off.
- Single monitor setup.

What I haven’t tried:
- Using a different Graphics Card - will try with my old 1060gtx.
- Using a different CPU/Motherboard - most probably impossible because I don’t know anyone who could borrow me both CPU and motherboard.
- Using a different SSD for Windows installation.
- Disable CPPC and CPPC preferred cores.
- Single RAM.

To note:
I don’t think Safe Mode suffers from similar issue but I haven’t thoroughly checked it.

Is there any chance that I could move this whole post to under a different section since the issue is clearly not related to the monitors themselves but either a software (windows11) /hardware issue?
