Windows 11 on old pc

Having issues with windows 11 install on old pc.

Install has tpm disabled and selected mbr during Rufus burn

Installs ok and on first boot after it says starting services rotating circle then

If I choose windows 10 install it works fine.

What old hardware are you trying to install it on. I have 11 running fine (slow) on a dell optiplex 330 Xeon 3450 4Gb +GTX750Ti

Athlon 610e 8gb Ram

I've tried three different windows 11 builds and all the same bsod. Made sure when burning windows 11 tpm and hardware bypass is enabled

Windows 10 is installing fine now.

Need more info about the specs really. Graphic card, motherboard, SSD, etc.

Googling suggests that it could be a hardware problem, so running MemTest would be my first port of call. After that try using onboard graphics, if that doesn't work try a graphic card.

You could try ensuring that the BIOS is up-to-date and resetting the BIOS to default settings. Is the motherboard battery old? If you can, test the voltage, otherwise just replace it anyway.
