On high performance the CPU will run at max speeds and most power saving features will be turned off. In terms of real life performance though you won't notice any difference. Personally I would say keep it on balanced so when the PC is idle or doing light loads your PC won't be hotter than usual and use less power. Boosting algorithms for modern CPUs are very good so you'll still get the best performance when needed.
